HOW TO: BA - Checking On-Board Diagnosis System + Trouble Codes.
 
To Extract DTCs:
1. Warm engine to operating temperature and turn ignition "OFF."
2. Install jumper wire between TEN and GND terminals of data link connector.
3. Turn the ignition switch to the ON position.
4. If MIL illuminates for 3 seconds, goes off, and stays off, no codes are present.
5. If MIL illuminates, then starts flashing, record codes.
6. When all codes have been recorded, remove jumper wire.

lol
it stands for "malfunction indicator lamp" in mechanic speak... in layman terms, it's the "CHECK ENGINE" light as well as various other meanings as different auto makers in the US used different names for the dashboard warning lights, hence why the SAE standardised "MIL" was created :)

Weird... Don't think I have one. Maybe the bulb was removed to "solve" a pesky error. What side of the instrument cluster is it on?

There is no CEL/MILf in the BA dash. You make your own from two strips of wire, a 12v lamp and some tape like the diagram shows.

Yes.
The chances you could get an analogue meter are minimal and a digital meter will not work. Of course you could use an oscilloscope but if you're asking these questions then that's unrealistic.
