popup lights problemm

hey guys, when i click my headlight stalk forwards(with lights on) the high beam goes on but the lights flap up and down,....
and when i pull on it back wards it does the same????
iv had this trouble since i bought the car
but i dont know what to do...
any help?

sounds like the relay is playing up, see if you can find one at a wreckers and change it ... the relay is behind the passenger side left kick panel
