Headlights won't pop up or down

Does anyone have any idea how to fix this. My hubby has been trying to fix but no luck. He has manually wound up the headlights but I would love to have them working again so if anyone can shine some light on how to fix this I would be very grateful. Thanks

Check your fuses under the hood. Particularly the 30amp at the bottom of the panel as you look at it. That is the retractor motor for the headlights.
